While Sakurajima allows people to share and discuss ideas, there are limits to what type of content you can post to keep the place a safe and welcoming place for everyone. The Anime Blogosphere and the Japanese media content space is diverse and inclusive to everyone. Note that breaking the rules will result in warnings, which will lead to account suspensions and bans.
This place is a moderately highly moderated server and we may yeet servers preemptively (except for servers that follow the Mastodon Covenant or Sharkey Server Guidelines (listed on JoinSharkey), which are required to moderate against hate speech and harassment) if the server’s admins/mods directly interact with FediNuke site and/or post content that violates our rules. This is especially the case if a user breaks our rules and we find out there are interactions from admins/mods with these servers and the interactions violate our TOS.
We won’t necessarily block free-speech instances unless they break our rules and start harassing our members. If this is the case, they may be limited most of the time. On the other hand, if they are hostile, we may just simply yeet them aka suspend/defederate with them. We also monitor the pleroma.envs.net blocklist or any #fediblock entries with concrete receipts for any problematic servers, inspect them and suspend/limit them when necessary. Limits are preferred if possible, unless the server violates our TOS and/or poses a threat to the safety of our users.
Evading bans will result in immediate suspension. Suspensions based on ban evasions due to prior rule breaking cannot be appealed.
- You may not harass/bully people, incite violence, and/or post hate speech (e.g. racism, homophobia, transphobia, ableism, etc). This includes other abusive behavior such as cyberbullying, brigading/dogpiling, doxxing, trolling, swatting, sending death threats, abusing #fediblock tag, etc.
- Do not post misinformation (Anti-Vaxx, Covid-19 misinformation, 5G conspiracy theories) or anything to extremist movements (National Socialism, Alt-Right, Ultra-MAGA, voicing support for fascist/totalitarian regimes, etc)
- Do not post images associated with hate movements, extremist ideologies or groups (Confederate States, Alt-Right, etc.).
- NSFW content must be tagged approprately with content warning applied or marked as sensitive. No posting of underaged sexual-explicit content (real life/CSAM/CSEM and lolicon/shotacon) is allowed. This rule is handled differently for servers on the exception list, see about page.
- Properly credit artwork that you didn’t create. Use #AIArt for any artwork that is generated from AI so users can properly filter it.
- Do not post SPAM, links to scam sites, pirated materials, phishing sites, or websites that break federal laws. Self promotion is OK, as long the links are safe and does not break the above rules.
- By using this service, you are expected to follow the laws of the United States of America. Refrain from posting anything that may break federal laws.
- No mini-modding. If you see any post break the rules, report the post instead.
- Sensitive content (e.g. violence, blood/gore, NSFW, self harm, eating disorders) should be put behind a content warning or mark sensitive. Demanding and/or berating users for not using CW, except from a moderator is not allowed.
- Creator accounts that consist of more than one member or small businesses must be Japanese media/culture related. This restriction doesn’t apply to individuals.
- You may operate bots, but they must follow our rules and must be Japanese Media related. No more than 4 public posts in an hour or 16 unlisted posts in an hour. No repetitive posts, unless unlisted.
- No impersonation accounts are allowed (of any creator or famous people) without proper identification. Parody accounts may not be created here, RP accounts are however allowed.
Federation Policy
All servers must follow our rules in regards to moderating against hate speech, harassment, misinformation/conspiracy theories, illegal content, etc while properly using CW/Mark Sensitive for NSFW content in order to federate with our servers. We may limit or suspend servers that violate our server rules to keep users safe. Unless a server follows the Mastodon Covenant or the server guidelines from the Sharkey team (maximum block limit is limited/silenced), the server that violates our TOS can be suspended.
Federating with Sakurajima moe/social is not guaranteed for servers not following the Mastodon Covenant or not on the list of servers at JoinSharkey.org. Otherwise, links between federated servers are temporary and may change or disappear anytime. We will block, suspend, or silence any server that permits any content or behavior prohibited by this server.
Server owners can appeal, but they need to provide substantial evidence that the admin is properly moderating their server and not engaging in activities that violate our TOS and abuse behavior, such as posting hate speech/illegal content, harassing other users, and posting illegal content. Saying that you don’t like blocklists and such is not a valid reason, and we will reject your claim and limit/suspend your alt-accounts or other servers you own. Blocks serve as a boundary, so please respect them.
We use the following to base possible server blocks after inspection: Fedinuke, pleroma.envs.net (canary), and anything from @fediblock@fediblock.ing. We do not import any readily available list, excluding Fedinuke, which contains the worst of the worst servers. For other new blocks, we review them before we decide to suspend, limit, or take no action.
We do not federate with servers that allow the following:
- Rampant hate speech (e.g., racism, homophobia, queerphobia, ableism, transphobia, etc.) or promoting extremist ideologies.
- Those that promote harmful conspiracy theories or misinformation (e.g., COVID-19 vaccine misinformation)
- Instances that promote illegal activities (sharing CSAM/CSEM images, pedophilia, zoophilia, etc.)
- Servers that allow the posting and sharing of lolicon/shotacon images (outside of Japan, for Japanese servers, this content gets filtered and accounts that actively post this content are limited).
- Server admins interact with users from Fedinuke servers in more than three or more instances and have evident interactions that violate our TOS (posting hate speech or engaging in abusive behavior).
- The server admin or several members from the same server are engaging in harassment and abusive behavior.
- Servers that do not moderate at all or proclaim themselves as “Free Speech” servers.
- Exploits vulnerabilities in the software
- Runs a block bot (e.g., fba) or a Block Bot MRF policy, used for harassment or to target servers that block them. We will also block the IP to the FBA bot/tool as well.
- Pleroma/Akkoma server that implements rejects of Deletes.
- Admins/moderators engages in abusive behavior against our staff.
- Servers that sends out SPAM that appears abandoned with open registrations.
- Instances that are built for the sole purpose of scraping data is not allowed, and is a copyright violation. (instances and bridges (limited instances) are only allowed).
We will limit/silence your server if
- You poorly handled a moderation action or have a moderation below our guidelines. We will remove the limit/silence if your moderation improves.
- Rampant Non-CW’d NSFW or no CW/Mark Sensitive policy for NSFW.
- There are missing rules that the Mastodon Covenant/Sharkey Server Guideline requires, and there is questionable moderation based on receipts or credible user reports.
- Involved in SPAM DM bot attacks (these limits last about 24 hours or when the attack is resolved (which one is longest) before being lifted)
Our Responsibilities
Sakurajima moderators are responsible for clarifying the standards of acceptable behavior and are expected to take appropriate and fair corrective action in response to any instances of unacceptable behavior.
Moderators have the right and responsibility to silence or delete messages and user accounts that are not aligned to this Code of Conduct, or to suspend temporarily or permanently any contributor for other behaviors that they deem inappropriate, threatening, offensive, or harmful.
Scope
Parts of this Code of Conduct related to hateful or illegal conduct apply within activities on the urusai.social instance and elsewhere. Our members cannot feel safe knowing that people who espouse harmful ideologies are present on this server, and we will strive to keep those people away.
Enforcement
Instances of abusive, harassing, or otherwise unacceptable behavior may be reported either via Mastodon’s/Sharkey’s built-in “Report” tools, or by contacting the owner of this instance (sakurajimamastodon@ateliershiori.moe). All complaints will be reviewed and investigated and will result in a response that is deemed necessary and appropriate to the circumstances. The moderators and owner are obligated to maintain confidentiality with regard to the reporter of an incident. Further details of specific enforcement policies may be posted separately.
Moderators who do not follow or enforce the Code of Conduct in good faith may face temporary or permanent repercussions as determined by other moderators or the instance owner.
Moderation lists are hidden due to abuse by bad actors using scraping tools to target instances. However, you can see the list when you log in.You may request the moderation list by sending an email to the administrative contact.
Server Exceptions to Rule 4
We use reject patterns (Mastodon)/banned words feature (Misskey) on terms relating to loli/shouta and reject certain hashtags relating to loli and Shouta (On Misskey, posts using hashtags related to this are mark unlisted as there is no facility to block certain hashtags directly). This means that most posts containing loli/shouta will never show up on the server. Anything that is not caught by the reject patterns and hashtag rejections that contain loli/shouta will be limited (removed from the public timeline) unless deemed obscene by US Law. Since this is a Japanese-media centric fandom server, we will only make an exception for the following servers (not an exhaustive list):
- Misskey.io
- Misskey.art
- Misskey.design
- mstdn.jp
- fedibird.com
- sushi.ski
Note: Pawoo is defederated due to rampant instances of CSAM.
We do not allow Lolicon/Shouta due to legality issues.
This rule exception exists since filters aren’t prefect and some of these posts will still get through. Those servers that are not in this list would get handled normally.
Actual CSAM content is still prohibited, regardless if users are on the servers mentioned on this list..
Statement on Threads
In short: Sakurajima Moe and Social will not federate with Threads directly. If a privacy focused way to follow Threads users is possible without sending anything to Meta, we wiil allow it on a limited basis. Also, Threads/Meta will be blocked from accessing anything on our servers as we will block their IP ranges.
Sakurajima does not intend to directly federate with Threads due to privacy/moderation, and safety concerns. Meta/Facebook have proven to act in bad faith. Since we have marginalized users on this server, it’s in our best interest to not allow Threads to federate directly to our servers.
However, if someone develops a privacy ActivityPub read only (one-way) bridge from Threads that does not communicate back to Threads/Meta, we will allow it, but posts from the bridge will be limited/silenced. Note that Sakurajima is not part of the “Fedipact” and we don’t intend to despite opposing direct federation with Threads (only one-way is allowable by other means) but we do not allow Threads until there is a privacy-focused way to follow Threads without sending data back to Meta.
Threads will be blocked on our federation list in addition to blocking all Facebook/Meta IPs from accessing the server.Authorized Fetch is an option, but not all apps support it. If all the Meta IP addresses are blocked, they won’t be able to get the post from our server even if a non-Threads user boost it.
Additionally, we do not intend to defederate/suspend servers that decide to federate with Threads.
Automated Posting
While bots are allowed, note that your bot can only make up to 4 public automated posts in an hour. No more than 16 unlisted posts in an hour. No repetitive posting (posting the same thing repeatedly) is allowed for public posting, if repetitive, keep it unlisted.
If you flood the local timeline, we may limit/suspend your account temporarily and you may appeal once you resolve the outstanding issues.
Note: This rule does not apply to apps that auto-shares blog posts or RSS feeds. Non automated posts made does not count towards this limit either.
Creator and Business Accounts
All creator (consisting of more than one member) and business accounts must be Japanese Media/culture related. Any account that is created that falls outside will be suspended immediately and appeals will be rejected. No Exceptions. This rule does not apply to individual accounts, except if the user is creating an account for a business.
Business accounts can only be from a small business. If you are a creating an account for a medium/big business, please use a different instance as we do not have the capacity to host you.
So what kind of Japanese-related content is acceptable under this rule? If you create one of the following, you can create an account here (The list is exhaustive, but doesn’t contain everything):
- Blogging/Podcasting/Creating Videos about Japanese media and/or culture
- Creating fan-art/anime-styled artwork (including OCs)
- VTubing (including creating models)
- Vocaloid/Voiceroid (works created with Vocaloid, Cevio Ai, SynthV, Voiceroid, Voicepeak, etc)
- Fanfiction or fiction (based off Japanese works or Japanese inspired)
- Any small business selling Japanese goods.
- Japanese inspired video games, RPG Maker or visual novels.
- Cosplay, and other creations involving Japanese media or Japanese inspired.
While this doesn’t apply to individuals, we do welcome creators who create content mentioned above.

Use the reporting feature on Mastodon or your third party app so we will get notified of any rule breaking content.
